Horse Owner Charged With Animal Neglect

A man accused of leaving horses outside in bitter cold temperatures with no food and no water may be facing criminal charges.

The Randolph County prosecutor told News Center 7 that a story we did two days ago gave them enough ammunition to bring criminal charges against horse owner Gary Mangas.

On Wednesday, News Center 7’s Kathryn Burcham asked Mangas some questions, and he provided some strong answers.

Mangas showed up on Tuesday to feed and water his horses, but got upset that someone else had already done it.

He said, “They’ve got water all the time. Out here every day to feed them and water them. What more do they want?

The Randolph County Sheriff’s Office said the fact that the horses’ ribs are poking through their winter coats is proof that the horses were not sufficiently cared for, and that is why the prosecutor’s office filed four charges of animal neglect against Mangas.

Derrick Woodbury helped deputies seize the four horses and took them into protective custody. Two days ago he was at his wits end, but said justice is now being servered.

Woodbury said, “Basically because of Channel 7, something got done I believe.”
