EXCLUSIVE: Richmond City Official Charged With Theft

A former office manager at the Richmond Street Department stands accused of using more than $2,000 in taxpayers' money to buy personal items with her city-issued credit card.

The Wayne County Prosecutor's Office says Julie Smitson is facing multiple charges of theft and official misconduct.

Police began investigating Smitson after city financial officers noticed irregularities in the Street Department expenses in April.

Authorities say surveillance cameras at Menards and Lowes in Richmond caught Smitson on tape buying things like garden tools and flowers, and paying for the items with the city credit card.

Resident Pam Cochran said, "I would rather that my tax dollars not be used for other people's enjoyment."

Police tell us Smitson turned herself in to authorities on Friday...but NewsCenter 7 has learned this isn't the first time Smitson has faced legal troubles.

Authorities say Smitson has a felony conviction on her record for similar crimes that occurred when she was employed in Anderson, Indiana. Police sources say Smitson was serving probation for those crimes when she was hired at the Street Department.

City officials declined comment Sunday night, but promised to speak with NewsCenter on Monday.
