COLUMBUS, Ohio -- Advocates said large budget cuts to Ohio's adoption services will hurt the 3,000 children in need of a stable home. The state budget approved by lawmakers and signed by Gov. Ted Strickland in July cut $43 million, or 40 percent, from adoption services.Services including financial assistance and recruiting and training for parents who adopt have all been cut.Greg Kapcar of the Public Children Services Association of Ohio and other advocates covered the steps of the Ohio Statehouse Friday with hundreds of photo frames designed to represent children who they said may not find a home. Two state lawmakers are sponsoring a bill to restore $8 million of the cuts.
