Celina police chief on leave for ‘conduct’

CELINA —

The police chief remains on administrative leave because of what the city’s safety service manager is characterizing as “potential job-related misconduct.”

Tom Hitchcock, the safety service director, put Chief Dave Slusser on paid leave beginning Feb. 14. That leave continues pending the investigation into Slusser’s conduct. The timetable for the investigation has not been made public.

Assistant Chief Calvin Freeman Jr. is handling the chief’s duties.

Hitchcock, in a letter dated Feb. 14, ordered Slusser to surrender his service weapon, badge, identification and all keys to the building, grounds and any department facilities.

“During this leave, you are not permitted in the police department office, on department grounds or in any other city of Celina facilities unless otherwise ordered to do so,” Hitchcock said in the letter.

“You are ordered to not discuss the investigation, your alleged misconduct or anything related to the investigation with department employees or any other person, unless instructed to do so by investigation officials or myself.”

Slusser also is barred from accessing the police department computer system. However, Hitchcock has stipulated that Slusser must remain available to the department during normally-scheduled working hours or as otherwise instructed.

“You are required to comply with this investigation and all directives contained in this letter,” Hitchcock said in the letter. “If you fail to comply, you will be subject to termination of employment.”

Slusser has been chief since 1991. He joined the department in 1978.
