9 veterans indicted for theft from V.A.

Nine veterans have been indicted by a Montgomery County grand jury for multiple felonies related to submission of false travel statements for reimbursement to the Dayton V.A. Medical Center, Montgomery County Prosecutor Mat Heck Jr. announced on Tuesday.

The defendants have been indicted as follows:

Marilyn Bailey, 57, of Clayton, for felony tampering with government records and felony theft

Henry Barley, 50, of Dayton, for felony tampering with government records and felony theft

Jerry Colbert, 54, of Lima, for felony tampering with government records and felony grand theft

Kevin Frazier, 39, of Dayton, for felony tampering with government records and felony theft

Brian Honshell, 29, of Dayton, for felony tampering with government records and felony theft

Derrick Jackson, 58, of Dayton, for felony tampering with government records and felony theft

Phillip Jackson, 55, of Dayton, for felony tampering with government records and felony theft

Donald Lucas, 57, of Dayton, for felony tampering with government records and felony grand theft

Clifton Moxley, 48, of Dayton, for felony tampering with government records and felony theft

Heck said the “defendants qualified for mileage reimbursements for driving to the Dayton V.A. Medical

Center for medical services. They submitted false mileage information resulting in a combined

theft of over $56,000.

“While we are thankful for the defendants’ service to their country, they took advantage of their status and illegally received thousands of taxpayer dollars,” Heck said.

Each defendant faces a potential sentence of four to four-and-a-half years.
