Dayton police chief names new top staff

Dayton Police Chief Richard Biehl has announced several new top officers to key positions in the department in response to retirements.

DAYTON —

Police Chief Richard Biehl moved quickly Friday to replace retiring top staff.

He named Maj. Robert Chabali, a 34-year veteran of the department, as assistant police chief. Chabali replaces Lt. Col. Mark Hess, who is retiring to take command of the Five Rivers MetroParks force.

Lt. Chris Williams will be promoted to major and will replace the retiring Maj. Mitch Davis as head of the Division of Investigations and Administrative Support. Williams is a 22-year veteran of the department.

The retirements are effective June 29 as are the promotions.

In addition on June 29:

• Lt. Brian Johns, commander of the Narcotics Bureau, will be promoted to major assigned to the East Patrol Division, replacing Chabili.

• Sgt. Andy Booher will be promoted to lieutenant, assuming Williams’ position in the East Patrol Division.

• Lt. Kenneth Beall will move from Night Watch commander in the West Patrol Operations Division to lieutenant in the Central Patrol Operations Division.

• Sgt. Don Burden is being promoted from his position in the East Patrol Operations Division to lieutenant in the West Patrol Operations Division, assuming Beall’s job.
