In October, officers found Jessica Crane passed out with two heroin capsules nearby, along with her children.
Police said they are familiar with Crane. On Sunday, officers received a phone call that led them to her house in the 400 block of 7th Street.
Lt. Jon Bales said, "Upon arrival, officers found children unattended between the age of 6 years and 7 months old."
Sunday's arrest came just months after she arrested for putting her children in danger, including an infant who was propped up on the coach with pillows, police said.
"There was a pan cooking on the stove and no adults around. There was drug paraphernalia located. the parents of the children were found down the street involved in a domestic argument," Bales said.
In addition to the pan cooking on the stove, officers said they found another fire hazard.
"There was also an iron plugged in the residence. it was left on," Bales said.
Four children were playing downstairs, police said. Three of the children lived in the house, and police said a 6-year-old lived across the street.
Crane and 22-year-old James Alan Oakes both lived in the house. They were arrested and taken to the Wayne County Jail.
Crane and Oakes face charges of neglect of a child and reckless possession of paraphernalia.
