DAYTON —

Dayton police arrested a man and a woman who fled a traffic stop in a stolen vehicle Tuesday evening. One of them turned out to be a registered sex offender wanted for failure to register his address.

Officers first encountered Brian Moore and Jennifer Milligan on East Third Street at about 4 p.m. Moore was seen driving a Chevy Lumina westbound with Milligan in the passenger seat and an unidentified person in the back seat. When an officer ran a computer check of the license plate, it came back as stolen out of Mansfield.

Police initiated a traffic stop when the car was stopped at a light on Patterson Boulevard, but the driver took off through a construction area, knocking down orange barrels and driving through a red light.

Police stopped the pursuit as the car sped back down East Third and ran more red lights.

A few minutes later, police spotted the car on East Fifth Street but it fled again, according to a police report.

The car was finally located at the rear of 121 Nassau St., but the occupants could not be found. The car was towed.

According to the police report, officers discovered that the same car had been at First Street Recycling, Inc. just prior to the pursuit. They reviewed videotapes and transaction records and identified Moore and Milligan as the driver and front seat passenger they had observed. The pair was tracked down and taken into custody, but the report does not indicated where and when they were arrested.

Moore, 31, is facing possible charges of receiving stolen property and illegal entrance into a nuisance property in addition to several outstanding warrants. He was wanted on a traffic violation in Greene County, a parole violation and failure to register as a sex offender in Richland County.

He is a labeled as a habitual sex offender under Megan’s Law for sexual conduct with a minor and is required to register his address once a year until 2026. According to the Ohio Attorney General’s sex offender registry, he is homeless and has been charged with failure to register several times in the past.

Milligan, 23, is facing possible charges of receiving stolen property and illegal entrance into a nuisance property.
